Even when you throw oodles of money at a bathroom, I think it's the huge window (ok, and wood floor and warm-toned lighting) that gives it that luxury look.
You don't have such a great view? Afraid the neighbors will see in? Build a wall around it showcasing a 3-foot or 6-foot deep garden. The window will still make the bathroom and allow light in.
Or frost the giant window. You'll have still have lots of mood-happy artistic-looking natural light streaming in, save on electricity. Remember it's wall-to-wall that gives the window that special look, and turns your bathroom into a boutique, not the color of your towels.
I cannot stand bathrooms that pretend to make over by changing the color scheme or scattering a few specialty tiles around the wall. It's still living in a glorified cave! Windows rule!
If you can't get a giant window in, putting it up high over head level where the roof is raised, (sorry can't describe it or link to a picture, I saw this in a house in space-starved Hongkong), just having plenty of natural light in your bathroom during the day makes it a rejuvenating place.

Create a decadent outside shower with an artisticly tiled wall. It'd be good in the summer. And you could water all the plants at the same time. Of course, you wouldn't be able to continue this after Google starts providing live satellite ...

Even on a bare budget you could have a floor like this, and a wooden tub. It doesn't require a space age shower capsule.
Granted, the metal tub is the star, but I thought I'd make a point about the floor.
